Using a stand mixer (A hand mixer is okay, too), combine butter and cream cheese, beating on medium, about 2 minutes.
Bring speed to low while adding in brown sugar, salt, vanilla extract, and powdered sugar. Mix thoroughly.
Using a spatula, fold in mini chocolate chips.
Serve immediately with dippers or other snack food. If preparing in advance, keep in the refrigerator until ready to serve. Dip will need to be returned to room temperature before serving.
